Environmental costs in public procurement

In a research project, together with the Swedish Defence Materiel Administration (FMV) and the Swedish Defence Research Agency (FOI), KTH develops a method for cost and environmental assessments in procurement situations. The method, or the tool, is a life cycle costing (LCC) tool where environmental impacts, originating from decisions and activities, are added in a monetary unit. According to the Swedish Public Procurement Act (LoU), specifications on costs and environmental impacts can be stated. It is unclear to what extent monetised environmental impacts can be included.

The research question for this thesis (preferably on a master level) is to find ways how monetised environmental impacts can be included in Swedish public procurement. The approach followed will be analysis of legal documents and the study of precedent cases.

Procurement within the Swedish defence sector should be the main focus, but as it is a general area, other examples are also welcome. A good contact should be kept, not only with KTH, but also with FMV.

We are looking for a master student with a background in (environmental) law or a student from another area who has enough knowledge in law to manage the task.

The mission can be adjusted, both in time and orientation, depending on the student’s interests and the examiner’s demands.
